This mapping of civil protection and related authorities in the Baltic Sea Region is a background note prepared as a follow-up to the discussion held during the 24th PA Secure Steering Group meeting in Krakow, Poland, in December 2025. It was developed at the request of the members of the CBSS Civil Protection Network and the EUSBSR Policy Area Secure Steering Group. The document was compiled by the Council of the Baltic Sea States (CBSS) Secretariat. Its purpose is to provide a practical overview of national civil protection structures and key authorities in the Baltic Sea Region, with a focus on responsibilities relevant to civil protection, disaster risk reduction, preparedness, emergency response, citizens’ awareness, volunteerism, civil-military cooperation, shelters, resilience building, mass-evacuation and other topics. The information was collected through desk research, primarily based on publicly available sources, and, in some cases, through input provided by members of the EUSBSR Policy Area Secure Steering Group and the CBSS Civil Protection Network. The mapping is not intended to provide a comprehensive legal analysis of national systems. Rather, it is meant to provide a quick practical overview of who does what in civil protection and related areas across the Baltic Sea Region, and to support mutual understanding of how responsibilities are organised across the region.It is meant to be a working document that can support regional dialogue, strengthen cooperation among relevant authorities, and help identify possible areas for further exchange and coordination in the Baltic Sea Region. The mapping may be updated as national structures evolve or as additional information is provided by Member States.
