Dear friends,
In 2025, PA Secure focused on aligning its activities with the key challenges facing the Baltic Sea Region: a war raging at its borders, growing hybrid threats, the need for stronger preparedness and resilience, and the continuing impacts of climate change.
Against this backdrop, PA Secure coordinators (CBSS and MSB), together with the previous Estonian and current Polish presidencies, worked to translate strategy into action through hands-on capacity building across priority areas — from crisis communication, shelters and early warning to Host Nation Support and mass evacuation. We also worked on strengthening cooperation between authorities and volunteers in the Baltic Sea Region and Ukraine, engaged researchers on societal security, and showcased practical approaches to urban and rural resilience. Below are selected highlights from the year.
