On 8–9 April 2025, the 23rd PA Secure Steering Group Meeting took place in Tallinn, bringing together 20 experts from 9 countries. The meeting was chaired by the Estonian Rescue Board.
Key topics included preparations for the upcoming DG meeting, welcoming the German Federal Office of Civil Protection and Disaster Assistance (BBK) as a new Steering Group member, and ensuring strategic continuity across the Estonian, Polish, and incoming presidencies. Discussions also covered PA Secure’s participation in the 2025 EUSBSR Annual Forum.
A highlight of the meeting was a structured workshop, which continued the work on updating the EUSBSR Action Plan and helped define PA Secure’s practical focus areas for 2025–2027.
At the top of the participants’ priority list were citizen preparedness, volunteering, capacity building, and shelters—areas already well integrated into PA Secure’s work and prioritised by recent presidencies. In addition, new focus areas emerged, including civil-military cooperation and strengthening capacities for Host Nation Support.
The Steering Group also explored practical ways to strengthen cooperation—emphasising improved communication, clearer meeting structures, and tools such as stakeholder mapping and shared project calendars.
