SG agrees on future EUSBSR Action Plan actions: focus on authorities, citizens and innovation

On 17 December 2024, the PA Secure Steering Group held an interactive meeting to discuss updates to the EUSBSR Action Plan. The discussion focused on addressing the region’s current needs, building on past successes, and incorporating key frameworks such as the European Forum for Disaster Risk Reduction: Roadmap 2021-2030 and the suggestions from Niinistö report. Additionally, the group ensured that the Joint Position agreed by the Directors-General for Civil Protection in 2022 was fully reflected in the revised approach.

The Steering Group agreed to structure the new Action Plan around the following key activities:

  1. Strengthen joint crisis preparedness among BSR governments through joint capacity building and reduction of shared vulnerabilities.
  2. Empower citizens as active participants in a whole-of-society approach to resilience.
  3. Harnessing research, development and innovation for societal security.

The group tasked the Policy Area Coordinators (PACs) with developing the reasoning and background for these activities, along with indicators to measure their impact.

Update Jan 2025: the resulting draft of the Action Plan has now been submitted to the BSP/NC group for comments.
