The PA Secure panel discussion From ‘shoreline’ to working on ‘shore’: Turning challenges into opportunities for cross-sectoral cross-border cooperation. Civil security in the Baltic Sea region took place back-to-back with the 4th Annual Forum of the EUSBSR in Vilnius, 11-12 November 2013. The discussion addressed the importance of cross-sectoral, cross-border cooperation for effective civil protection, as well as the challenges such cooperation needs to overcome.
