Baltic Excellence Programme Strengthens Regional Cooperation on Crisis Communication and Early Warning Systems

The 13th Baltic Excellence Programme (BEP), a PA Secure Flagship initiative under CBSS Civil Protection Network, brought together crisis communication and early warning experts from across the Baltic Sea Region in Tallinn on March 12–13.

With the theme “Enhancing Community Response and Public Warning in Crisis Situations,” the event focused on improving early warning systems, inclusive crisis communication, and public preparedness—especially for vulnerable groups. From practical workshops to eye-opening discussions, the programme emphasised turning awareness into action and building trust between authorities and communities.

Organised by the Estonian CBSS CPN/PA Secure Presidency, BEP continues to exemplify the spirit of collaboration in our region. As Director General of the Estonian Rescue Board Margo Klaos put it:

“The Baltic Sea Region is the most trustful coalition in the world.”
