Baltic Excellence Programme strengthens civil protection leadership in Warsaw
The Baltic Excellence Programme, held in Warsaw, Poland from 16 to 19 March 2026, delivered a structured training and exchange for civil protection professionals from across the Baltic Sea Region, focused on leadership, cooperation and skills development to strengthen societal resilience.
The programme covered crisis management in an international context, cross-sector collaboration, digital literacy and media psychology, crisis communication, psychological resilience for leaders in civil protection, and the use of artificial intelligence in crisis contexts.
The event was organised by the National Headquarters of the State Fire Service of Poland and hosted at the Fire University in Warsaw. Through this initiative, the Polish Presidency of the CBSS Civil Protection Network (CPN) and EUSBSR Policy Area Secure strengthened professional networks and supported the development of the next generation of civil protection leaders in the region.
The Baltic Excellence Programme (BEP) is a leadership initiative of the CBSS Civil Protection Network, and a long-standing flagship project of the PA Secure, organised by the rotating CPN presidencies since 2016. It currently supports early-career civil protection professionals across the Baltic Sea Region in developing leadership skills, strengthening cross-border cooperation, and building working relationships that enable effective joint action in crisis situations.
