Baltic Leadership Programme

The Baltic Leadership Programme in Civil Protection is an initiative of the Swedish Institute, the Swedish Contingencies Agency and the Council of the Baltic Sea States. The programme seeks to create a network of key civil protection actors in the Baltic Sea region and equip them with the tools and information needed to manage cross-border collaboration and projects between diverse organisations in an intercultural context.

The Baltic Leadership Programme piloted with two modules in Stockholm and Brussels, specifically designed for project managers, in 2012. After a great success, the programme, by then having reached EUSBSR flagship status, was expanded to high level actors. The Baltic Leadership Programme in Civil Protection for Future Decision Makers was held in Tallinn in December 2014. This format shall now be repeated in a number of countries of the BSR and ultimately serve as a prototype.
For the Polish CBSS Presidency the programme took place in Warsaw in November 2015.
